This exchange workshop on “Experiences in Reforming Public Procurement Policy Frameworks”, drawing on the successful experiences from the world and enabling exchange of international good practices and dialogue among national stakeholders aims at feeding in the national dialogue on effectively reforming the Lebanese procurement system.
It was organized by the Institut des Finances Basil Fuleihan in collaboration with the joint EU-OECD Support for Improvement of Governance and Management (SIGMA).
The second part of the workshop was dedicated to working groups on specific procurement cases in the Lebanese public administration. Participants analyzed the cases and recommended practical measures to align procurement practices with international principles, namely principles of efficiency, transparency, integrity, participation, professionalization and sustainability.
The workshop gathered more than 30 senior public officials, as well as representatives of the private sector and the donor community.

Following the “Forum on Public Procurement for Resilience and Sustainable Growth”, organized by the Institut des Finances Basil Fuleihan – Ministry of Finance in Beirut, in June 2018, the Minister of Finance mandated an Experts’ Task Force to (1) undertake a legal review of the current procedures and proposed draft laws on Public Procurement and provide recommendations for improvement, (2) revise and update the Standard Bidding Documents developed by the Ministry of Finance in 2013 in view of their adoption by the Council of Ministers and (3) propose concrete actions based on the conference’s recommendations to advance procurement modernization.
Public procurement is one of the critical reforms the Government of Lebanon has committed to at the CEDRE conference (April 2018) to enhance financial governance and meet the donors’ requirements for support. It comes as a bold step aimed to improve economic and administrative efficiency, enhance competitiveness and the business climate, fight corruption and collusion, tackle pressing issues related to the environment, and meet the Government’s commitments towards the achievement of the 2030 Agenda for Sustainable Development.
