كيف ننقذ لبنان من ثروته النفطية؟ 

Shortly before his tragic death in december 2013, Mohamad Shatah, Former Minsiter Of Finance, wrote this article to make public his views about how the future revenues of Lebanon’s oil and gas resources should be used. He urged that these revenues be seen as assets owned by the Lebanese people- not simply as tax returns or fees collected by the State in exchange for public services. As such, he called for the adoption of policies that would redistribute these assets directly to the Lebanese people. He cited as example the oil-rich US state of Alaska. Shatah believed that the state should not spend natural resource revenues on cencelling out the public debt or increasing investement expenditures. He believed it was only fair and just that they distributed them directly to the Lebanese people, thereby increasing their income and spending power. In this way, natural resource revenues would enable the state itself to secure higher revenues. The article was published in 2010 in several Lebanese newspapers, in Arabic and English. Assadisa decided to republish it in commemoration of a distinguished economist and as a contribution to the policy debate around critical ecnomic and political issues in Lebanon.
