This report describes the status of public procurement in Lebanon. It is based on a desk review and a field survey conducted during the 2011،2012 period. It attempts to estimate the size of public procurement, to analyze the legal and organizational frameworks and to map current practices. It draws a profile and a reference framework for the strategic, technical and managerial competencies needed for public procurers.
